<br />KANSAS ARKANSAS RIVER COMPACT COMMISSION
<br />ON THE ARI{ANSAS RIVER COMPACT

<br />The Kansas commissioners of the Colorado. Kansas Arkansas
<br />River Compact Commission, Edward F. Arn, William E. Leavitt,
<br />Roland H, Tate, and George S. Knapp, herewith submit this report 'in
<br />conjunction with the transmittal to you by Warden L, Noe, Special
<br />Assistant Attorney General, the secretary of the commission, of one
<br />of the three original copies of the Arkansas River Compact executed
<br />at Denver, Colo" on December 14, 1948, by commissioners repre-
<br />senting the States of Colorado and Kansas, An original copy .of
<br />this compact has also been transmitted to the Governor of Colorado
<br />and the Secretary of State of the United States by Mr, Noe,
<br />The compact will become effective and binding upon the signatory
<br />States when'l'atified by their respective legislatures and approved by
<br />the Congress of the United States, It is expected that this compact
<br />will be submitted to the respective State legislatures at the present
<br />sessions.
<br />The compaCt provides a workable basis for the division of water.
<br />The waters involved in such division include: (1) fiood waters
<br />which are impounded in John Martin reservoir on the Arkansas
<br />River near Lamar, Colo., and thus made usable; (2) and ordinary
<br />river flow released through that reservoir.
<br />To carry out the terms of the compact provision is made for an
<br />administrative agency, ,Administrative costs not borne by Federal
<br />agencies are to be supplied by the two States in the proportion of 60
<br />percent by Colorado and 40 percent by Kansas, The commission
<br />estimates that administrative expenses will be $10,000 per year for
<br />the first biennium, of which Kansas should provide $4,000 per year,
<br />The commission has worked diligently over a period of nearly
<br />three Years in the consummation of this compact,
<br />Prior to the execution of the compact its provisions were made
<br />available to and were considered by the interested water users in
<br />Kansas,
<br />The commission recommends that this compact be ratified by the
<br />Kansas Legislature and that 'an appropriation be made for Kansas'
<br />share of administrative costs for the next biennium,
