ARKANSAS RIVER COMPACT

pact, because I did not want to feel that we were tying the Governor
down too much, but he was very glad to have his obligations limited
in that respect, '
It is provided that within 30 days after the consent of Congress
becomes effective then he shall appoint this administration,
It is also provided that, if the President wishes, he can appoint a
representative of the United States Government, Of course, the
main operation, the Caddoa Reservoir operation, which .;S the main
feature of this com]:>act, is controlled entirely by the Corps of Engi.
neers of the United States Government, '
The CHAIRMAN, 'Senator Kerr, did you desire to ask a question!
Senator KERR, I was just getting clear in my mind that as you
refer to Caddo a in this discussion you are referring to that which is
in the compact referred to as John Martin Dam!
Mr, VmAL, John Martin Dam, I have been 'it it so long we have
used, that name "Caddoa," It was located at a place cal.l~d Caddoa.
Senator KERR, But it is the same as the John Martin Reservoir!
Mr, VIDAL, It is the John Martin Reservoir, John Martin Dam;
58 miles above the State line on the main, stem, of the river, If you
are familiar with the situation, it is about 15 miles above Lamar, Colo,
The CHAIRMAN, Thank you very much, Mr. Vidal.
Mr, VIDAL, Not at' all, thank you,
The CHAIRMAN, The next witness,
Senator MILLIKIN. Judge Stone, whom do you suggest as the next
witness 1 '
Mr, STONE, Mr, Chairman, before introducing the next witness, I
wish to recognize that the Congr\lSs is concerned relative to the Fed-
eral interests, as well as those interests of the States, In the making
of this compact, Gen, Hans Kramer, in our judgment, has per-
formed an outstanding service, He has recognized the rig-hts and
interests of the States; he has been fair in, considering those mterests.
At the same time he has been very vigilant in taking care of the inter-
ests of the Federal Government and has performed that most difficult
task of getting Commissioners on any compact over the rough spots,
The next WItness appearing here on behalf of Colorado and m sup-
port of this compact IS Gail L, Ireland, former attorney general of the
State of Colorado. For many years Mr, Ireland has been well
acquainted with all of Colorado's water affairs and has served very
effectively as one of our Commissioners.
The gentleman who just appeared before you might be referred to
as one'of our "grand old men" in water matters, and I think he has
demonstrated over the years that he has had a great interest in ami-
cably adjusting the affairs' on this river, even though, Senator
O'Mahoney, he IS a lawyer.
Mr. Ireland will now appear on behalf of Colorado in support of the
compact.
Senator KERR. Off the record,
(Discussion off the record,)
Mr, VIDAL, Mr. Chairman, I omitted one thing I "Wanted to say.
The report of the Federal representative is about as complete and
as good a report as is possible; I think even better than ours, because
he approached it from a different standpoint. It is about as complete
and fair a report as you could have in any similar matter. I cannot
forego this occasion to mention that.
