<br />1996 ANNUAL REPORT <br /> <br />o <br />, -..J <br />-..J <br />CJl <br /> <br />BACKGROUND <br /> <br />Public Law 93-320, also known as the "Colorado River Basin Salinity Control Act of 1974" <br />(Act), authorized the construction, operation, and maintenance of works in the Colorado River <br />Basin to control the salinity of Colorado River water available for use in the United States and <br />Mexico. Section 204 of the Act established the Colorado River Basin Salinity Control Advisory <br />Council (Council). A charter for the Council was originally approved by the Secretaries of the <br />Departments of the Interior and Agriculture and the Administrator of the Environmental <br />Protection Agency (BPA) on February 6, 1976. It was revised on June 22, 1976 and has been <br />renewed biennially. The Council receives reports from the federal agencies involved in salinity <br />control activities and makes recommendations to them regarding appropriate methods for <br />controlling the salinity of the Colorado River at its meetings and in this annual report. <br /> <br />The Council is comprised of up to three members from each of the seven Colorado River Basin <br />states, Representatives are appointed by Governors and current membership is shown on <br />Attachment A, William 1. Miller, New Mexico, acts as Chairman of the Council and Gerald <br />R. Zimmerman, California, serves as Vice Chairman, Advisory Council membership is <br />generally synonymous with Colorado River Basin Salinity Control Forum (Forum) membership. <br />The Forum is an organization created in 1974 by the seven Colorado River Basin states which <br />was established for the purpose of interstate cooperation and to provide the states with the <br />information necessary to comply with the Water Quality Standards for the Colorado River and <br />Section 303 of the Clean Water Act. <br /> <br />The Bureau of Reclamation (Reclamation) Program Manager serves as staff for the Council. <br />In addition, the permanent Work Group of the Colorado River Basin Salinity Control Forum <br />continues to serve the Council and the Forum in the capacity of a technical review and study <br />team, The Council is further assisted by the Forum's Executive Director. <br /> <br />COLORADO RIVER BASIN SAliNITY CONTROL ADVISORY COUNCIL <br /> <br />1 <br />
