For example, for purposes of. <br /> <br />this investigation an index of the inflow was taken as the <br /> <br />sum of annual measured flows of the Arkansas River at Canon <br /> <br />City (adjusted to account for transmountain diversions into <br />the Arkansas River Basin above the gage) and the Purgatoire <br />River at Las Animas. Whenever an index inflow is used, the <br /> <br />difference between inflow and outflow becomes an indicator <br /> <br />of the depletion rather than actual depletion or accretion. <br />With the use of a double mass diagram, index inflow anq <br />usable state line flows can be compared and changes in the <br />inflow-outflow relationship can be detected. Although it is <br /> <br />possible to determine the relative magnitude of these <br /> <br />changes and the timing of the changes from the double mass <br /> <br />diagram, it is not possible to determine the cause of the <br />\ changes or breaks in slope of the double mass diagram <br />\ <br />)without consideration of additional information and data. <br />Breaks in the slope of the double mass diagram of index <br /> <br />inflow versus usable stateline flows indicate a change in <br /> <br />the inflow-outflow relationship which could be caused by <br /> <br />either increased depletions due to new or expanded water <br /> <br />uses or increased or decreased water availability not <br /> <br />reflected by the index inflow. <br />As a result of the limited utility of single and double <br /> <br />mass analyses, some caution must be taken by the prudent <br /> <br />engineer in interpreting the changes in slope and the <br /> <br />seeming trends revealed by the analyses. In this regard, <br /> <br />K~nsas is of the opinion that Colorado's interpretation of <br />the mass analvses tends to explain away the known depletions <br />"___u ,.__,.._ .......--_ <br /> <br />-13- <br />
