lr.
~
c;o
C"..'
C
C

BiolollY

Biological impacts associated with the plans under consideration include:
vegetation and wildlife disturbance and loss during construction; animal
movement disruptions due to the canal; wildlife drownings in open canals;
and impacts to special status species. These impacts are discussed below,
and are shown on figure 3. which follows, and on table 3 at the rear of the
Packet. All impacts, including residual impacts after mitigation, are
greater with the West Side Plan than with the East Side Plan.

Vegetation Disturbance and Loss

Construction will require the existing vegetation to be removed. Where
pipe is used the disturbed areas will be revegetated except for a permanent
maintenance road when necessary. Where canal is used vegetation will be
permanently removed from the land used for the canal and the service
road(s) but any additional disturbed areas along the canal will be revege-
tated. Revegetation will be accomplished using seed from native plants.
Few if any of the removed plants will be replaced along the aqueduct,
Those plants protected under State law, such as cacti, will be disposed of
accordingly.

Migration Disruptions

The Ari zona Department of Game and Fi sh, under contract to the Bureau of
Reclamation for Phase B wildlife studies, has documented animal movements
that could be disrupted by these plans. The areas of concern are Avra
Valley, where deer and other animals move between the Tucson Mountains and
the surrounding areas to the southwest, and on the San Xavier Indian Reser-
vation, where animals move between Black Mountain and the areas to the west
and southwest. If an open canal were constructed in these areas animal
movements would be curtailed. To mitigate the disruption to animal move-
ments, wildlife crossings over the open canal are planned. Following
selection of a proposed action, a mitigation plan will be developed that
will determine the number of crossings and their location. The acquisition

6
