damages in Denver and elsewhere in the South Platte Valley attributable
thereto.

The site of Reclamation's potential Two Forks Dam and Reservoir

which is the key feature of the potential Upper South Platte Unit, is

on the South Platte River, about 15 miles upstream from the Chatfield

site and below the confluence of the North and South Forks of the South

Platte River. The South Platte River above the Chatfield site did not

contribute significantly to the June 1965 flood. However, had the

intense storm center moved only about 25 miles to the west it would

have triggered the melting of an extremely heavy snow pack and the full

intensity of an even greater flood would have been borne by the South

Platte River rather than Plum Creek. In that event, the Two Forks

Reservoir could have contained the flood. In the absence of the Two

Forks Reservoir under such flood conditions, the Denver municipal water

supply intake, filtration plant, and associated facilities in the South

Platte River valley above the Chatfield site undoubtedly would have

been severely damaged and probably r.endered inoperative.

Thus, in the event of a flood originating in the South Platte

drainage above the South Platte Canyon, Reclamation's Two Forks

Reservoir alone, the Corps' Chatfield Reservoir alone, or both reser-

voirs operated jointly could provide flood protection for Denver and

downstream areas. However, only the Two Forks Reservoir could hold

back the flood flows for the protection of Denver's key municipal

water facilities at Waterton which are at or near the practicable

2
