OTHER POTENTIAL DEVELOPMENTS

North Fork Power Development

,

Power could be developed between the outlet of the Roberts Tunnel and
Two Forks Reservoir with the imported water and the flows of the North
Fork by a system of conduits, forebays, and powerplants. Approximately
1,732 feet of head could be developed ultimately, with 282,000 acre-feet
of water annually after allowing reasonable releases for fish. It
appears that such a development would not be feasible until the Roberts
Tunnel importations near their ultimate maximum. This potential was,
therefore, not examined in detail for this reconnaissance report. The
potential development was examined, however, to the extent of determining
that no additional capacity in Two Forks Reservoir would be needed.

It was determined that the mode of operation between Dillon Reservoir and
Two Forks would change with development of the power system and that with
this change the two developments would complement each other.

Turkshead Pump Storage Development

An excellent opportunity appears to exist for a pump storage peaking power
installation in the Turkshead area. This potentiality will be examined
during feasibility studies of the unit.

CONCLUSIONS AND RECOMMENDATIONS

The plan of development for the Upper South Platte Unit consists of two
clearly separable but integrated segments: (A) the Two Forks-Turkshead
complex consisting of dams, reservoirs, and powerplants; and (B) the
Hudson Reservoir complex consisting of a feeder canal, the dam and
reservoir, and an outlet canal. The terminal Hudson Reservoir system
serves the purposes of exchange replacement for upstream diversions and
for storage of effluent from the sewage plant for possible reuse or
disposition by the owners of the water--principally Denver. The present
reconnaissance plan is not intended to foreclose upon the possibility of
construction of the Hudson system by Denver or by some other local entity,
nor is it intended to foreclose upon the possibility of Federal construc-
tion and the incorporation of irrigation as another multiple purpose.
The latter possibility could result in enhancement of the justification
and feasibility of the development.

As presently planned, the reconnaissance project cost of the total unit
is estimated at $134,483,000. Reimbursable interest during construction
would increase the total investment to $138,642,000. Nonreimbursable

9

Revised 3/65
