The proposed legislation replaces H.R. 9032 <br />which was considered in the last Congress. <br /> <br />The current policies place no limitations upon nonreimbursable joint <br />costs allocated to recreation and fish-wildlife enhancement. Both acts <br />indicate that non-Federal public agencies are to be encouraged to <br />administer project land and water areas for recreation and fish and <br />wildlife enhancement purposes and operate, maintain and replace facilities <br />provided for these purposes unless, among other specific exceptions, such <br />areas and facilities are appropriate for administration by a Federal <br />agency as a part of the National Forest system. <br /> <br />Essentially all of the Two Forks Reservoir area lies within the boundaries <br />of the Pike National Forest; thus, it would be appropriate that the <br />planned recreation facilities should be administered and operated by the <br />U. S. Forest Service. <br /> <br />The Hudson Reservoir would contain a dead storage space of 42,000 acre- <br />foot capacity. That minimum pool is necessary to attain a water elevation <br />to enable water releases into existing canals. Such minimum capacity is <br />not separable for fish and wildlife enhancement. No facilities are proposed <br />in this reconnaissance report for either recreation or fish and wildlife <br />enhancement at the Hudson Reservoir. <br /> <br />All costs allocated to recreation and to fish and wildlife enhancement <br />in the unit are considered to be nonreimbursable.
