Evans <br />Division, Colorado - Missouri River Basin Project <br /> <br />TRANSMITTAL <br /> <br />This letter constitutes my reconnaissance report on the potential Upper <br />South Platte Unit, Colorado. The investigation has been conducted, and <br />the report prepared, with furis advanced by the State of Colorado and <br />interested water-user organizations and entities, acting through the <br />Colorado Water Consprvation Board, under Contract No. 14-06-700-4558 <br />dated November 20, 1963, as amended on June 24, 1964. <br /> <br />PLAN OF DEVELOPMENT <br /> <br />Briefly, the plan of development consists of the follonng principal <br />features: (a) the potential Two Forks dam on the South Platte River <br />about one mile downstream from the confluence of the North Fork and the <br />South Platte River; (b) the potential Turkshead dam also on the South <br />Platte River about two miles downstream from the Two Forks dam, and; <br />(c) the potential Hudson dam on Box Elder Creek about 30 airmiles north- <br />east of Denver and about four miles southeast of the town of Hudson. <br />Associated features would include hydroelectric powerplants at the Two <br />Forks and Turkshead dams, necessary transmission lines, a feeder conduit <br />and canal to the nudson reservoir, and an outlet canal from the Hudson <br />reservoir. The general plan is shown on an attached map. Significant <br />specifications of the principal features are summarized on the attached <br />tabulation. <br /> <br />This reconnaissance plan of development is predicated upon several basic <br />procedures and preliminary assumptions: (1) Municipal and industrial <br />water needs have been estimated for a special metropolitan area which <br />has been delineated by the Inter-County Regional Planning Commission to <br />include Adams, Arapahoe, Denver, Douglas, and Jefferson Counties and the <br />City of Broomfield in Boulder County. (2) A centralized metropolitan <br />sewage plant ultimately will provide primary and secondary treatment of <br />most of the return flows from the metropolitan area. (3) The treated <br />sewage effluent from increased importations can be captured and trans- <br />ported to the potential Hudson Reservoir for storage and disposition. <br />(4) For this report, the Hudson system is considered to be a municipal <br /> <br />CWise use o!
