INTRODUCTION <br /> <br />. By 1993 we were faced with virtually all federal, state <br /> <br />and local government agencies in a confrontational role <br /> <br />in the Virgin River Basin. There was a lack of trust <br /> <br />and all we were doing was creating ill will and a <br /> <br />confrontational atmosphere. <br /> <br />. Same responsibility - "To make decisions and to plan <br /> <br />for what we honestly believe to be the Public Good." <br /> <br />~ <br /> <br />. <br /> <br />Approaches are Dissimilar - Since we all approach our <br /> <br />jobs from different backgrounds, perspectives and <br /> <br />charges, we had different results which inevitably <br /> <br />collide. <br /> <br />II. DESCRIBE THE AREA - (LOCATION MAP) <br /> <br />. Fastest growing area in the state between 1970 - 1994 <br /> <br />annual growth rate has averaged 6 1/2% <br /> <br />. Utah Dixie - Warm dry climate <br /> <br />. Close to National & State Parks, So. California & <br /> <br />Las Vegas <br /> <br />. Retirement area - Play golf all year <br /> <br />1 <br />
