There are numerous <br />subcommittees plus the Workgroup under the current program structure. These need to become more <br />efficient or abol ished. for example, the Workgroup may no longer be needed since the subcommittee <br />chairmen make up the Program Subcommittee which reports to the Steering Committee. <br />Development of the conservation alternatives for NEP A and CEQA compliance needs to be expedited. <br />The work of the plan development contractor (OGDEN) may need to be supplemented. Areas where <br />the LCR MSCP effort may need to be supplcmented through additional contracts include: species <br />coverage, technical writing of the plan, development of NEPA and CEQA alternatives, and the <br />adaptive management and implementation program. If additional help is needed, what will the <br />additional costs be? I will report the results of the Steering Committee meeting to you at the <br />September Board meeting. <br /> <br />Members of the LCR MSCP provided American Rivers representatives a brief but intensive <br />informational tour of the Lower Colorado River, from Yuma to Laughlin, on July 27th and 28th. <br />Numerous potential conservation sites were visited and opportunities discussed. American Rivers <br />was encouraged to renew its membership in the LCR MSCP, but as yet has not made a decision. <br /> <br />WESTERN WATER PLANNING <br /> <br />Glen Canvon AdaPtive Management <br /> <br />The Glen Canyon Adaptive Management Work Group (AMWG) met July 2151 and 22,d in <br />Phoenix, Arizona. The AMWG adopted the Mission Statement that was discussed with the Board last <br />month. A small committee of the AMWG was established to develop or re-write the goals and <br />objectives for the program. Mr. Zimmerman is a member of the committee. The goals and objectives <br />will be considercd at thc next AMWG meeting scheduled for October 21, 1999. <br /> <br />WATER QUALITY <br /> <br />Colorado River Basin Salinity Control Program <br /> <br />Reclamation's Basinwide Salinity Control Program <br /> <br />As I reportcd last month, Senator Robert F. Bennett (R-UT), on June 10'h introduced S. 12] I, <br />the Colorado River Basin Salinity Control Act of 1999, to increase the ceiling limit of Reclamation's <br />Basinwide Salinity Control Program from $75 million to $175 million. Representative Chris Cannon <br />(R-UT) introduced identical legislation (H.R. 2619) into the House of Representatives on July 27, <br />1999. <br />On Wednesday, July 281h, Mr. Jack Barnett, Executive Director of the Colorado River Basin <br />Salinity Control Forum (forum), presented testimony before the Senate Committee on Energy and <br />Natural Resources, on behalf of the seven Colorado River Basin States, in support of S. 12l]. Mr. <br />Barnett has indicated to me that his testimony was very well received by the Committee and the bill <br />has the support of the administration. During his testimony.
