<br />002295 <br /> <br />. <br /> <br />. <br /> <br />feet above mean sea level, which is the normal maximum pool elevation of the reservoir. <br />Furthermore, additional restrictions would have to be placed on the erection of buildings and <br />structures as well as changes to the topography. <br /> <br />Basin States/Tribes Discussion <br /> <br />Since the July Board meeting, the discussions related to development of the 4.4 Plan have <br />focused on the "administration of the third priority" held by the agricultural agencies. Those <br />discussions have been among the CVWD, lID, MWD, Mr. David Hayes of the Department of the <br />Interior, and Mr. Tom Hannigan of the Department of Water Resources. Several meetings among the <br />parties have been held since the last Board meeting, including those on the August 3, 1999 deadline <br />for reaching agreement. A report of the status of the meetings will be received at the Board meeting. <br /> <br />The next seven Colorado River Basin states meeting is schedule to be held in Keystone, <br />Colorado, on September 16, 1999. At that time, it is hoped that the Board will have a revised draft <br />of its 4.4 Plan to share with the other Basin states and the Department of the Interior. <br /> <br />Lower Colorado Water Supplv Proiect <br /> <br />On July 27'\ George Spencer, William Elder and I met with representatives from <br />Reclamation's Boulder City and Yuma Area Offices and representatives from the U.S. Geological <br />Survey (USGS) to discuss the status of the Lower Colorado Water Supply Project. Included in the <br />Board folder is a copy of the agenda as well as a brief overview of activities to date. <br /> <br />During the meeting, the USGS reported that it plans to issue, in february 2000, its final report <br />identifYing the accounting surface along the entire reach of the River. The USGS has inventoried <br />about 1,900 wells in California that could be pumping Colorado River water and estimates that it will <br />take between 2-3 years to complete the inventory. We indicated to them that the identification of the <br />accounting surface was the single most important item to the Board, and that the Board looked <br />forward to receiving the report in february. <br /> <br />Before departing, we identified the following action items: <br /> <br />. The City of Needles' (Needles) contract has to be modified to include contract <br />administration for Riverside and Imperial Counties. <br /> <br />. Needles needs to execute a contract with Reclamation concerning its Present Perfected <br />Rights. <br /> <br />. lID's OM&R contract for operating the well field needs to be reviewed to determine if it <br />reflects current conditions. <br /> <br />. Reclamation needs to issue a Notice of Completion for Phase I of the well field and a final <br />cost report. <br /> <br />3 <br />
