Type of action: () Administrative

(X) Legislative

2. Brief description of action: The National Park Service, U.S. Department
of the Interior, proposes a plan for the establishment of a Wilderness Area
with five units totaling 239,835 acreS within Rocky Mountain- National Park,
Colorado, in accordance with the Wilderness Act of 1964. A total of 5,169
more acres are recommended for potential wilderness addition, to be added
to the wilderness at which time they qualify.

3. Summary of environmental impact and adverse environmental effects:
Environmental impact is discussed in terms of physical, biological, social,
and economic considerations. Principal benefit of the proposal is that of
additional legislative protection to large units of unaltered natural environ-
ment. Some of the adverse effects are: removal of management options,
rationed use, restrictions on backcountry roads, developments and use of
mechanized equipment, increased costs of trail maintenance, restriction of
certain research projects, and management practices. These impacts are
generally considered offset by favorable environmental effects.

~

4. Alternatives considered:
a. No wilderness classification.
b. Designate Deer Mountain roadless area wilderness.
c. Delete Lulu City and access corridor from wilderness.
d. Designate combined Roadless Areas I and 2 wilderness, including
Fall River Road.
e. Designate a portion of Beaver Meadows and Moraine Park as poten-
tial wilderness addition.
f. Designate contiguous roadless areas of the National Forest and
National Park wilderness.
g. Delete potential wilderness additions involving water rights.
h. Designate the easterly projection of the boundary in Aspen Brook
and the Twin Sisters area as wilderness.
i. Consideration of smaller wilderness designation.

~

5.
