Description of Existing Model

8

"0'1 <j "." =: .
IJ IJ... ".v.o .

~ .1 ;. ,L-,i;l,
>, '. ~ ,tEf- 'p~~~

,.

Usability and Documentation

Although the existing model is described in detail in the Phase I study reports and was delivered
to the Water Resources and Power Development Authority for possible distribution to others, it does not
incorporate a user interface or documentation that would make its use by others convenient. If the new
planning model is to be used by a variety of persons having varying technical capabilities, such an inter.
face and documentation are essential.

In developing user interface software there is a tradeoff between usability and flexibility that
must be kept in mind. Generally speaking, the more narrowly defined the user interface features, the
easier the interface is to interpret and use; the user basically has a simpler task because he or she has
fewer alternatives to choose from. However, by having fewer alternatives to choose from the user loses
some flexibility to address unanticipated situations. An interface that provides maximum flexibility also
provides the user with the maximum freedom to make mistakes and misuse the software.
