Reduce both urban and rural flood damages. <br /> <br />3. Preserve prime agricultural lands and maintain the rural economy <br />at present levels. <br /> <br />, 4. Formulate and implement plans for total water management in Colorado's <br />Kansas River Basin. <br /> <br />5. Improve, expand and diversify the economic base to increase employ- <br />ment and per capita income. <br /> <br />6. Improve land treatment and conservation programs and technologies. <br /> <br />7. Increase acreage within watershed programs in Kansas. <br /> <br />Environmental Objectives <br /> <br />1. Maintain the quality of water, notably the dissolved oxygen content, <br />maximum temperature, chlorides, sulfates, sodium-absorption ratio, and <br />specific conductance. <br /> <br />2. Properly treat sewage, industrial wastes, brine5 and toxic substances. <br /> <br />3. Include reservoir storage for regulation of low flows. <br /> <br />4. Perpetuate and enhance the fish and wildlife resources. <br /> <br />5. Manage and preserve prime wildlife habitat and unique natural or <br />scenic areas. <br /> <br />6.
