INTRODUCTION Objective .. , ..... liJ~~ The obiective of the study is to iden- tify. invesligate, and evaluate the alternative means by which the State of Colorado can beneficially use additional waters of Ihe South Platte River Basin to which it is entitled, The study is a reconnaissance-level assessment which is based upon ex- isting data, technical reports, and other readily available information, Scope The study area includes the nalural drainage basin of the South Platte River in Colorado and the water naturally arising therein, The study is limited to examining water re~ sources development alternatives that exist or could be construcled at or downstream from the confluence of the Norlh Fork of the South Platte River and Ihe mainstem of Ihe South Platte River. Thai part of the Repub- lican River Basin which is located within the State of Colorado east of and south of the South Platte River Basin has also been included in the study. Conduct The basin assessment sludy consists of four major components: (1) stream- flow analysis of the South Platte River system: (2) selection of criteria to measure economic and environ- mental impacts: (3) description of a set of water resources development alternatives; and (4) evaluation and comparison of the various alterna- tives and their impacts, A preliminary a'1alysis of those four study compo- nents was presented in an interim report by Woodward-Clyde Consul- tants in August. 1981. Public Participation The Colorado Water Conservation Board (CWCB) organized a panel of advisors from representatives of re- gional entities who had expertise relevant to Ihis basinwide investiga- lion, The panel waS requested to review and comment upon the interim report, subsequent study activity. and the final report. The eWCB is distributing this Sum- mary report. The complete South Platte River Basin Assessment Re- port prepared by Woodward-Clyde Consultants is available upon request at the CWCB offices in Denver, The publiC is invited to comment on the material contained in the study. Phone or written comments received prior to August 13 will be discussed at the Colorado Water Conservation Board's Denver meeting on August 16. The meeting will be open to the public, Those wishing to comment are welcome to participate in Ihe meeting. Study Limitations The South Platte River Basin Assess- ment is based upon existing infor- malion from which broad generali- zations and assumptions were made concerning the characteristics of the water resources development alter- natives under consideration, Speci- fically. several aspects ofthe analyses performed in the study assumed that certain conditions or circumstances wouid be identical for ail water re- sources development alternatives. The study's evalualions can be used only to make relative comparisons among water resources development alternatives, The study does not pro- vide informalion which can be used to judge the ultimate feasibility of any particular alternalive or specific project. Neither can the results of the study be applied to a project if it would serve purposes substantially different from those to which this study is addressed.
