<br />tit <br /> <br />e <br /> <br />The U.S. and Mexico, through the IBWC, have held meetings concerning <br />technical aspects in both countries in furtherance of ongoing consul- <br />tations regarding the proposed lining of the All-American Canal. <br /> <br />Assistance to Mexico in Rehabilitation Program <br /> <br />Point 7 of Minute No. 242 provides that: <br /> <br />"The United States will support efforts of Mexico to obtain appropri- <br />ate financing on favorable terms for the improvement and rehabilita- <br />tion of the Mexicali Valley. The United States will also provide <br />non-reimbursable assistance on the basis mutually acceptable to both <br />countries, exclusively for those aspects of the Mexican rehabilitation <br />program of the Mexicali Valley relating to the salinity problem, <br />including tile drainage." <br /> <br />The Government of Mexico has not asked the United States for assis- <br />tance in Obtaining financing for the improvement and rehabilitation of <br />the Mexicali Valley. Mexico has not proposed non-reimbursable assis- <br />tance for those aspects of the Mexican rehabilitation program relating <br />to the salinity problems. The Mexicali Valley rehabilitation program <br />was essentially complete at the end of calendar year 1977. <br /> <br />Acknowledgement <br /> <br />The full cooperation of the U.S. Department of the Interior and the <br />Bureau of ReClamation, which enabled compliance with the 1944 Treaty <br />and the salinity agreement with Mexico, as reported herein, is ac- <br />knowledged with appreciation. <br /> <br />,,~. <br /> <br />/Nare~dr~ N.
