The <br />differential has been met through March 1992 by interim measures in <br />the u.S. and certain high flow years. In April 1992, the USBR <br />under Title I PL 93-320 began operating the Yuma Desalting Plant, <br />envisioned in PL 93-320 as a means for permanent compliance with <br />the salinity differential. <br /> <br />11 <br /> <br />The difference in u.S. count and Mexican count is due to the <br />use of different methods of analyses and of computing the total <br />dissolved solids, by each country's laboratory. <br /> <br />~I <br /> <br />Yuma Desalting Plant operations began in April 1992 up to 1/3 <br />capacity. <br /> <br />2 <br />
