Carruthers made public letters written to <br />officials in ~~izona, Nevada and California saying he had instructed Commissioner <br />of Reclamation Robert N. Broadbent to schedule the meeting. <br /> <br />III hi,; letter to Arizona and Nevada officials, Carruthers said: <br /> <br />"Your letter of June 23, 1981, . . . presents an innovative financial <br />altern~tive to Federal funding to obtain additional hydroelectric capacity at <br />Hoover Powerplant. This Administration fully supports States taking an active <br />role in the development of Federal water and power projects. We encourage non- <br />Federal i~vestment in power development because the use of private capital reduces <br />d"ficit financing and in many cases the additional power can be online sooner. <br /> <br />"It is our understanding that under the proposals outlined in your letter, <br />the States of Arizona and Nevada would: <br /> <br />"(I) Finance the Hoover Powerplant modification through the issuance of <br />revenue bonds. subject to the granting of a joint license by the Federal Energy <br />Regulatory Comm1,;sion; and <br /> <br />"(2) 1[\ accordance with the Contributed F\Ulds Act of March 4, 1921, and <br />subject to approval from bond counsel and agreement with this Department, enter <br />into an agreement to advance to the Bureau of Reclamation (Reclamation) the <br />necessary funds to proceed with the Hoover Uprating Program. <br /> <br />"In each case, the additional new capacity would be shared equally between <br />the two States. <br /> <br />"Also, it ill Commissioner Broadbent's understanding based on recent <br />discussions held with your representatives, that construction funds for the <br />Hoover PowerpJ ant ,"od! fiC<lLJ"1l would be advanced to Reclamation to perform the <br />design and construct!uu of this addition. <br /> <br />"'l1Ie Metropolitan Water District of Southern California (MWD) wrote to us <br />on July 20, 1981, indicatJ iii', sill'Pllrt for non-Federal financing of the Hoover <br />Uprating Program by the Ca.l HllrnJ" allottees. <br />
