Fort Morgan <br />then is to analyze the "net groundwater extractions" applicable to <br />each welL" Also by May 1st, Fort Morgan is to "project the net effect <br />on the South Platte River in the upcoming year resulting from prior <br />and projected pumping and from prior recharge operations under Fort <br />Morgan's system, "'6. Monthly updates are required. <br />If the recharge accretions are inadequate to prevent material in- <br />jury, Fort Morgan is committed to use supplies from its Jackson Lake <br />Reservoir or, if necessary, to bypass diversion of its direct flow <br />rights.77 Recharge credits beyond that needed to offset depletions may <br />be used by Fort Morgan for other purposes, or they may be sold, The <br />decree provides for retained jurisdiction for five years to assure no in- <br />jury to vested water rights, M stated in the decree: <br /> <br />This plan for Augmentation will allow the [Fort Morgan] wells, . . <br />to be pumped at times and in amounts which would not otherwise <br />be permitted under Colorado law. The Plan for Augmentation, if <br />operated and administered in accordance with the Decree entered <br />. herein, will prevent injury to vested water rights or decreed condi- <br />tional water rights by replacing out of priority depletions resulting <br />from the consumptive use of water diverted from the wells. . . .78 <br /> <br />In summary, the Fort Morgan approach involves full replacement of <br />well depletions to the stream, primarily by means of an off-irrigation <br />season recharge program, <br /> <br />C. Central Colorado Water Conservancy District - <br />Groundwater Management Subdistrict <br /> <br />The Central Colorado Water Conservancy District (CCWCD) <br />was formed in 1965 with the objective of helping provide water sup- <br />plies to members within the district boundaries (see Figure 4), The <br />CCWCD encompasses the area along the South Platte River from <br /> <br />75.
