<br />,. <br /> <br />N <br />"'-1 The Council believes the primary task of BLM related to <br />,..... <br />~ salinity is to develop a program to minimize salt contri- <br /> <br />butions' to the Color~do River Basin from natural resource <br /> <br />Bureau of Land Management (BLM) <br /> <br />lands as directed by Congress in P.L. 98-569. The Council <br /> <br /> <br />urges BLM to make salinity control an issue inland use <br /> <br /> <br />planning" and recommends implementation of all cost effective <br /> <br /> <br />measures identified in the plans following consultation with <br /> <br />the Council.- Finally, the. Council recommends BLM expedite <br /> <br /> <br />the transfer of advanced planning acti vi ties for the Sinbad <br /> <br /> <br />Valley Unit to Reclamation to allow advanced planning studies <br /> <br /> <br />to begin in FY 1988. <br /> <br />Fish and Wildlife Service (FWS) <br /> <br />". <br /> <br />", <br /> <br />The Council is pleased wi th the coordination which has <br />been developed between FWS, Reclamation, and the Department <br />of Agriculture. The Council believes further effort should <br />be made toward resolving the issues surrounding replacement <br />of incidental fish and wildlife values foregone with local, <br /> <br />state, and federal agencies. Of particular concern to. the <br /> <br /> <br />Council is the acquisition of additional private lands for <br /> <br />habitat replacement and the associated loss of local tax base <br /> <br />when lands already owned by the federal government are <br /> <br />available for that use. The Council pledges its support to <br /> <br />achieve workable solutions with minimum disruption to local <br />land owners. <br /> <br />-8- <br />
