(2) Removing or Reducing Designations

If the Tribe or other petitioning party can demonstrate that
a use ~esignation is more stringent than is necessary to
protect current uses or that a beneficial use is not being
attained and through the public hearing process it is
determined that it cannot reasonably be attained due to
economic, physical, technological or environmental,
constraints, the designation may be removed by decision of
the Tribal Council.
