<br />--. <br />.~ <br /> <br />'S' <br />.,.-.J <br /> <br />-, <br /> <br />:::~.. <br /> <br />FOREWORD <br /> <br />This proposal meets the original intent of the planning documents for <br /> <br />monitoring and evaluation and spells out in detail options for determining <br /> <br />the effects on salinity reduction with an onfarm irrigation program. <br /> <br />This long-range monitoring and evaluation proposal has been developed to <br /> <br />provide uniform guidelines and procedures to assess the effec ti veness of the <br /> <br />USDA program to (1) reduce salt loading to the Colorad.o River, (2) determine <br /> <br />the effects of irrigation improvements on wildlife, and (3) identify monetary <br /> <br />benefits to the individual farm operators. This proposal specifically <br /> <br />addresses the Uinta and Grand Valley Units, but would be appropriate in other <br /> <br />units. <br /> <br />Responsibilities for carrying out the USDA monitoring and evaluation plan for <br /> <br />the Uinta Basin aim Grand Valley are vested respectively in the State <br /> <br />Conservationist of Utah and State Conservationist of Colorado. Colorado and <br /> <br />Utah state agencies and other Federal agencies will participate. Monitoring <br /> <br />will be accomplished through contractors whenever practical. SCS will enter <br /> <br />into side agreements with other USDA agencies such as the Agricultural <br /> <br />Stabilization and Conservation Service, Agricultural Research Service and <br /> <br />Extension Service to facilitate appropriate use of USDA resources. <br /> <br />Coordination of USDA onfarm monitoring with the Bureau of Reclamation basin- <br /> <br />wide monitoring program will be accomplished through periodic meetings of the <br /> <br />Colorado River Interagency Salinity Control Committee and day-to-day contacts <br /> <br />at the local level as needed. <br />
