0113

EIS is due in March of 1995, with the Secretary of the Interior's
Record of Decision to follow, providing for changes at Glen
eanyon Dam.

Significant concern has been expressed by the seven basin.
states that share in the waters of the eolorado River, including
Wyoming, Colorado, New Mexico, utah, Arizona, Nevada, and
California. The States, and hydropower interests, maintain that
the experimental flows violate the "Law of the River/" which is a
body of laws, compacts between states, and a treaty with the
Republic of Mexico. The law, they maintain, requires all water
to be released through the power plant with the only exceptions
being emergencies and natural floods. By delaying the test
flows, the Department of the Interior's Office of the Solicitor
can provide a legal opinion concerning such issues. Calhoun said
that no future date has been set for the flow experiment.

- 001 -
