<br />0113 <br /> <br />EIS is due in March of 1995, with the Secretary of the Interior's <br />Record of Decision to follow, providing for changes at Glen <br />eanyon Dam. <br /> <br />Significant concern has been expressed by the seven basin. <br />states that share in the waters of the eolorado River, including <br />Wyoming, Colorado, New Mexico, utah, Arizona, Nevada, and <br />California. The States, and hydropower interests, maintain that <br />the experimental flows violate the "Law of the River/" which is a <br />body of laws, compacts between states, and a treaty with the <br />Republic of Mexico. The law, they maintain, requires all water <br />to be released through the power plant with the only exceptions <br />being emergencies and natural floods. By delaying the test <br />flows, the Department of the Interior's Office of the Solicitor <br />can provide a legal opinion concerning such issues. Calhoun said <br />that no future date has been set for the flow experiment. <br /> <br />- 001 - <br />
