'Ihese <br />guidelines give utilities more direction on how to address resource <br />management and conservation than they have been provided in the past. A <br />utility's WSRP can, therefore, stand alone or be directly incorporated into <br />a Water System Plan. <br /> <br />If you have a current Water System Plan, you already have much of the <br />infonnation called for in these WSRP's. For example, utility policies and <br />denand and supply data that have been developed, stnmnarized, and documented <br />in your Water System Plan can be transferred to your WSRP. <br /> <br />ORGANIZATION <br /> <br />'Ihe process described herein covers three steps (Figure 1): <br /> <br />step 1: Problem Assessment <br /> <br />'Ihis step requires you to: <br /> <br />a. assess your denand and supply situation; and <br />b. determine if you are likely to have a water shortage. <br /> <br />step 2: Options for Dealinq with a Water Shortaqe <br /> <br />'Ihis step requires you to: <br /> <br />a. develop and clarify utility policies regarding ways <br />to address potential water shortages; <br />b. consider a wide range of options for dealing with a water shortage <br />(including conservation and supply augmentation options); and <br />c. evaluate and select a course of action which is consistent with <br />your utility policies. <br /> <br />step 3: Plan ImPlementation <br /> <br />'Ihis step requires you to: <br /> <br />a. establish a schedule for inplementation of your program; <br />b. detennine the total cost of your program, and how it will be paid <br />for; and <br />c. monitor the effectiveness of your program. <br /> <br />Each step is comprised of two parts. 'Ihe first part, "Objective", provides <br />background infonnation and describes the overall intent of the step. '!he <br />second part, "Plan Content" explains how to develop the infonnation required <br />in each step. <br /> <br />Work sheets have been provided to assist utilities in developing their <br />plans. Plans can be prepared directly by utility managers and operators, <br />or by consultants in close cooperation with utility managers and operators. <br /> <br />3 <br /> <br />
