<br />3 <br /> <br /> <br />" <br /> <br />... 002649 <br /> <br />DRAFT ENVIRONMENTAL STATEMENT <br />PAGIFIC SOUTHWEST ANALYTICAL SljMMARY REPORT <br /> <br />Introduction <br /> <br />This environmental impact statement is prepared pursuant to the policy of the <br />Water Resources Council, respecting the implementation of section 102(2) (C) <br />of the National Em..ironmental Policy Act of 1969, Public Law 91-190, for ongoing <br />Type I framework studies. <br /> <br />This statement pertains to the Pacific Southwest Analytical Summary Report on <br />Water and Land Resources prepared under the direction of the Pacific South- <br />west Inter-Agency Committee for the United States Water'Resources Council. <br />The Analytical Summary Report is a broad areawide assessment of existing <br />and projected needs for water and related land, an inventory of available <br />resources, and a time-phased framework plan of resource, use and development <br />to meet projected needs extending until the year 2020. The report is based on <br />Type I framework study reports for four regions, namely: California. Great <br />Basin. Lower Colorado, and Upper Colorado. Eighteen appendices support <br />the California Region report; the remaining three regional reports are each <br />supported by 16 appendices. <br /> <br />The purpose of this environmental statement is ,to direct attention to the signi- <br />ficant l'mvironmental impacts and their possible trends that may result with the <br />implemcntation of framework plans of the Pacific 'Southwest. The developments <br />projected for the PaciB,c Southwest emphasize an optimism. This attitude is <br />based on the premise that the requh'ements of the future population of the <br />Pacific Southwest will be met through the employment of improved technology. <br />planning and methods of implementation. The resulting developments are <br />projected to adequately meet future needs and to be in harmony with the <br />en vironment desired by the population. <br /> <br />The Analytical Summary Report generally discusses the environmental effects <br />of developments of the Pacific Southwest. The framework study reports of the <br />four regions also include the discussion and consideration of many environmental <br />impacts. Many of the 66 appendices to the regional reports dwell at lengih on <br />environr.Jental impact details. some of which can be identified and measured. <br />and many of which are speculative and based on analogies and limited e:\:perience. <br />These excellent information source documents win be able .to assist any futltre <br />prepal'ation of impact statements required for segments of the framework plans <br />that may be implemented. <br />
