SYLLABUS

The present irrigation development in the AWR Basins consists
of 2,010,000 acres of irrigated land. Nearly all of this irrigated
development is in the States of Colorado, New Mexico, Texas, Kansas,
Oklahoma, and Arkansas. .

A total of 6,083,000 acres of new land oan be served by the
plan through the development of areas investigated as projects (4,239,000
acres) .and areas investigated for development by individuals or small
groups. (1,844,000 aores).

Tbe framework plan as presented herein would benefit 7,021,000
acres and result in a total of 8,093,000 acres under irrigation. It
would provide for maximum practicable utilization of the available water
supplies within the limits of available lands.

The application of irrigation vater to lands in the AWR
Basins, as outlined in this report, would result in a considerable
increase in crop produotion. The estimated increases in produotion for
alfalfa would amount to 737,000 tons; corn, 5,153,000 bushels; wheat and
small grains, 7,572,000 bushels; cotton, 75,980,000 pounds; dry beans,
4,334,000 bushels; soy beans, 3,440,000 bushels; sorghum, 9,278,000
bushels; rice, 28,300,000 bushels; and sugar beets, 582,000 tons. In
addition to the .foregoing increase in orop production, it is estimated
that there would be as much as 4-1/2 million dollars gross annual
increase in the value of truck crops,

It is estimated that the full development of the irrigation
potential outlined in the framework plan would involve a capital expen-
diture of about $902,000,000 ($691,000,000 project type, and $211,000,000
non-project type), of which the potential. irrigation development in the
Eastern Zone_represents $617~~00,000 ($549,000,000 project type, and
$68,000,000. non-project type), and the total for the Qe'~noe of the AWl
Basiii.s eqlials $285,000,000 ($l42,000,000 project type, and $143,000,000
noli-project typ9)~ on: the basis of-the estimated increase in net income,
the expenditures in the Eastern Zone and part of those in the balance of
the basins would be justified.

Many projects inoluded in this framework plan are not con-
sidered eoonomioally feasible by standards of benefit evaluation adopted
by the AliRBIAC. Maliy years will be required before full development of
the irrigation potential may be realized and as probable economio and
other changes occur some of the projects now considered economioally
infeasible may beoome feasible.

An integral part of a plan for development of the irrigation
potentials of the basins, along with development of required water
