THE ROLE OF THE NARROWS PROJECT <br />IN THIS INVESTIGATION <br /> <br />" <br /> <br />. <br /> <br />The Narrows Project has had a long and controversial history. <br />Originally authorized many years ago, it was dropped by the <br />Bureau of Reclamation because of intense local opposition, after <br />preliminary construction work had begun. Revived in recent years, <br />it is still a bitterly debated subject in Water District Nos. 1 <br />and 64. Most of the present controversy centers around the ob- <br />jections to the proposed site for the dam at the Narrows, the ob- <br />jectors Delieving it should be constructed instead at Hardin, <br />several miles upstream. <br />The Colorado Water Conservation Board has, in recent years, <br />been active in promoting the revival of the Narrows Project. As <br />a result, the CWCB and it's Director, Felix L. Sparks, have come <br />under intense fire from local interests opposed to the project or <br />to its construction at the Narrows site. This has a direct Dear- <br />ing on the present investigation, since John L. Samples, the <br />Water Commissioner in Water District No.1, is a well-known op- <br />ponent of the Narrows Dam, For example; "Samples attended all <br />of the court hearings over the organization of the Lower South <br />Platte Water Conservancy District. He was vociferous in his op- <br />position to the organization of the district." (Interview, <br />Millard HUey, 1/31/67). <br />The Weldon Valley Ditch Company Board of Directors expressed <br />to us their opinion that the "whole uproar against Samples" was <br />caused by the people in the Sterling area who are in favor of the <br />Narrows Project.
