He has a sus- <br />picion that the proponents of the Narrows Project are trying to <br />shut down the wells to force pumpers to buy water from the pro- <br />ject. (Interview, Noble Higbee, 2/2/67). <br />"The fight over the Narrows Dam enters into the complaints <br />against John L. Samples. George Epperson leads the fight against <br />the Narrows site." In the past John L. Samples "preached" in <br />favor of the Narrows Dam and at some point he switches to the <br />other side and "has raised hell" against the Narrows site. This <br />is one of the things that has "gotten him in trouble." (Inter- <br />view, Robert E. Hogsett, 1/31/67). <br />The Weldon Valley Ditch Company Board of Directors told us <br />that the disagreements in the valley are not so much between <br />pumpers and non-pumpers as they are between proponents and op- <br />ponents of the Narrows Project. They say that the Narrows pro- <br />ponents arc trying to get a 1931 priority, which would be senior <br />to almost every pump in the valley. They believe that this is <br />being done to force the pumpers to buy water from the Narrows <br />Project and thus make the project feasible. According to them <br />the Water District No. 1 Irrigationists' Association has gone on <br />record against the 1931 date. (Interview, Weldon Valley Ditch <br />Company Board of Directors, 2/2/67). <br />All of the members of the Fort Morgan City Council (and the <br />Mayor) except Les Canfield, a well driller, are in favor of the <br />Narrows Dam and arc opposed to Samples. Canfield is anti-Narrows <br />and pro-Samples. (Interview, Robert H.
