<br />.", r ~'. ,', <br />i.;;Ju;) <br /> <br />Changes in the amount of Pueblo West's water usage are not expected to have any impact on Arkansas <br />River white water rafting, Net river flows are expected to remain similar to recent years due to the <br />expected continued cooperative flow management by the State and Reclamation, <br />Construction of the preferred alternative is planned to occur in off-season months, particularly the <br />winter months when recreational activities are expected to be reduced, However, the bike/pedestrian <br />trail and access road would need to be temporarily closed during construction activities. <br /> <br />To mitigate these potential impacts, the following actions will be required: <br /> <br />· Construction activities will be conducted in a manner that minimizes disruption of traffic on <br />the access road, including providing at least one lane of through traffic at all times or an <br />alternative route in the immediate vicinity, and shall be coordinated with the Colorado State <br />Parks. <br /> <br />· Construction activities will be conducted in a manner that minimizes disruption of traffic on <br />the bike/pedestrian trail, including providing an alternative route in the immediate vicinity for <br />trail users and coordinating construction/re-routing with the Colorado State Parks, <br /> <br />· Pre- and post-inspections on all roadways and trails will be conducted by Reclamation, <br />Roadways, trails, and similar facilities impacted by construction activities will be returned to <br />pre-construction or better condition as soon as construction work in the vicinity of these <br />facilities is sufficiently completed to allow their repair. <br /> <br />. Soil compaction tests will be conducted on each side of the Park access roadway and trail at <br />any locations where they are disturbed by construction activities. <br /> <br />Threatened and Endall1zered Species <br /> <br />Affected Environment <br /> <br />This section constitutes Reclamation'sThreatened and Endangered Species (T&E) determination <br />under Section 7 of the Endangered Species Act (ESA). <br /> <br />Information on the potential for threatened, endangered, and candidate species, and their habitat within <br />the action area of the proposed project were obtained from the U, S. Fish and Wildlife Service <br />(Service), Ecological Services, Colorado Field Office. The action area for this project includes the <br />Arkansas River between Twin Lakes and Pueblo Reservoir, Pueblo Reservoir and the area to be <br />disturbed by construction of the pipeline and related facilities, The Service indicated the potential for <br />twelve federally-listed threatened, endangered, or candidate species to be found in the vicinity of the <br />project area. Four of these species, the Preble's meadow jumping mouse, Uncompaghre butterfly, <br />penland alpine fen mustard, and the Colorado butterfly plant, are clearly outside of the action area or <br />any potential impacts from the project. Consequently, these four species were not considered in this <br />analysis. The remaining species are listed in Table 3,3. <br /> <br />15 <br />
