,

_ ,'" 1;
;.- \'1':'.Jr~:
Id1;'inenll, the target flows recommended by the State for the Arkansas River as measured at the
Wellsville gauge are:

. Minimum year round flows of 250 cfs to protect fishery
.. Maintain flows at 250, 325 or 400 cfs from November 16 to April 30 depending on the
previous fall's spawning flows for winter incubation
. Maintain flows between 250 to 400 cfs from April 1 to May 15 for egg hatching
. Maintain 700 cfs between July 1 and August 15
. Avoid dramatic fluctuations -limit daily changes to a maximum of 10-15 percent
. Use Division of Wildlife recommendations between Labor Day and October 15

West Pueblo Ditch. The West Pueblo Ditch Headgate is approximately 50 feet downstream of the
diversion site for the proposed Pueblo West Pumping Station #2. The West Pueblo Ditch supplies
water to the West Pueblo Ditch shareholders and the Swim Beach. Currently, a 125 foot long gravel
berm within the streambed of the Arkansas River is uSlld to divert water to the West Pueblo Ditch.

Figure 2. West Pueblo Ditch Diversion Structure.

Water Works' Raw Water Releases from Pueblo Reservoir - The Water Works uses releases from
Pueblo Reservoir and the resulting flow in the Arkans'as River as the water supply for their Comanche
Pump Station and Whitlock Water Treatment Plant. Year round releases are made from the reservoir
to supply water to Water Works facilities. These releases are either diverted .75 miles, downstream at
the Comanche Pump Station or 2.5 miles downstream at the Whitlock Water Treatment Plant.

Recently, the Water Works undertook a project to pipe water from the South Outlet Works of Pueblo
Reservoir to the Whitlock Water Treatment Plant to improve efficiency, However, in the Finding of
No Significant Impact for the .project, an environmental commitment was .included that required the
Water Works to convey up to 17 cfs of their raw water from Pueblo Reservoir down the Arkansas

10
