J. \'Jilliam McDonald
Director, Colorado Water
Conservation Board
1313 Sherman Street
Denver, r.0 80203

Dear Mr, McDonald:

Enclosed for your information is a copy of the Concluding Report on the
"Front Range Unit, Coal Creek Water Studies, Colorado," dated December
1981,

These studies were undertaken to determine the economic justification
and engineering feasibility of developing a long-term solution to the
municipal and industrial water supply problems of the communities of
Superior, Louisville, Lafayette, and Erie. The Coal Creek Dam and
Reservoir site, selected as the reservoir storage alternative, has an
estimated construction cost of $63,505,000.

Based upon the determination that the communities to be served find the
Coal Creek Project to be financially unacceptable and that local support
is therefore lacking for project authorization, an analysis was not made
of the project's economic justification and financial feasibility.

It is our recommendation that the Coal Creek Water Studies be terminated,
and resumed only upon public acceptance of the repayment requirements.

Sincerely yours,

(jz.~

Regional Director

Enclosure

~
