The development of mitigation strategies for specific site locations
is currently being designed under the P A Program under the direction of Reclamation.
Ongoing projects being conducted by GCMRC may provide additional information on
relationships between resource impacts and "dam operations" when these are suggested from
monitoring observations for other locations. This information will be available later in this
planning period.

M03) Protect and maintain physical access to and use of traditional cultural properties and
other cultural resources where such access and use may be impacted by dam operations.
IN 3.1 Characterize historic and current traditional cultural associations of all sites
associated with impacts of dam operating criteria. [Priority 2]
Proposed Activities:
1) Assist in the development of tribal monitoring projects for the evaluation of
impacts to traditional resources. Tribal projects to monitor and assess cultural resources are
an important component of resource assessments as they supply different but complementary
information on resource impacts. These resources may embody a full range of important
qualities including data concerning past occupations ands tribal histories. While
archaeological monitors can evaluate the physical impacts to resources, traditional views on
resource qualities may evaluate resource impacts differently. These conventional impacts
assessments may be related to integrity of the resource, information loss of the resource, and
vandalization. For traditional resources, integrity and loss may be defined differently by the
group for which they have significance. For these reasons, tribal groups can provide

November S, 1998
Second Draft - Do Not Cite, Photocopy, or Distribute

-- ~
II';
~;
r!
".'.

,
"-,,
of..
t)
.,

"

~..:

.,-'
"
~- :.;
I:.~.
V

,'-'

",:",

, .

~'.:~

~,'
.. ."

:~-
k~
"...
,..

~-}
:~.~.

~.;

, :~"
p

".
..:;(.
:-'~:

;".~

.0
