Elbert forebay Draft L~vironmental Statement <br /> <br />A draft environmental statement titled "Twin Lakes Dam and <br />Reservoir Enlargement and Ht. Elbert Forebay--Fryingpan- <br />Arkansas Project, Colorado" was prepared by the Bureau of <br />Reclamation. LetLers used a3 references in preparation of <br />the Twin Layes-Mt. Elbert Forebay draft statement are included <br />in this section. The draft sLdtement was designated as "INT- <br />DES 72-105" by the Secretary of the Interior and filed with <br />the Council on Environmental Quality (CEO) on October 16, 1972. <br />The statement was distributed, reviewed, and commented upon in <br />compliance with the National Environmental Policy Act of 1969 <br />(P.L. 91-190) and the CEO guidelines. <br /> <br />Comments were received from 17 Federal agencies, 5 state agencies, <br />2 educdLional institutions, and 1 property owner at Twin Lakes, <br />Colorado. These agencies are listed in Section C with copies <br />of the comments, letters, and responses. No public hearings <br />were required at the time the statemenL was reviewed. <br /> <br />. <br /> <br />The Bureau of Reclamation was preparing an environmental impact <br />statement for the entire Fryingpan-Arkansas Project at the time <br />the Twin Lakes statement was being reviewed. Due to the close <br />timing of the two statements and the late submission of comments <br />on the Twin Lakes statement, the Bureau felt the Twin Lakes Final <br />Statement should not be prepared. The comments received on the <br />Twin Lakes draft statement are addressed and incorporated into <br />the Final StatemenL for the Fryingpan-Arkansas Project. <br /> <br />Letters from the following agencies received during preparation <br />of the Twin Lakes Dam and Reservoir and Mt. Elbert Forebay <br />Draft Environmental Statement are included: <br /> <br />Department of the Interior <br />Fish and Wildlife Service <br />Department of Agriculture <br />Soil Conservation Service <br />The State Historical Society of Colorado <br />Colorado State University <br />Department of Zoology <br /> <br />. <br /> <br />XI-39 <br /> <br />
