Colorado 81002

Gentlemen:

Attached you will find a copy of a letter I have received
from Harry Woodward, Director of the State Department of Game.
Fish and Parks, answering my questions to him about the proposed
fluctuation at Twin Lekes and the effect on natural reprodu.ction
of fish.

You will note that the letter is in agreement with your
statements that the draw-down pattern will be within toleration
limits for mackinaw reproduction; however, page two of the letter
does indicate that more hatchery capability is needed throughout
the State. In your letter of September 6, in the second para-
graph, you state that the one Federal hatChery and two State
hatcheries within fifty miles of Twin Lakes should be adequate
for the needs. Joll'. Woodward states: "OUr present state hatchery
facilities cannot produce nearly enough fish to adequately stock
the larger impoundments that are now being built or planned."

Is it your position that the Federal hatchery facility at
Leadville can alone assume the increased needs for Twin Lakes and
Turquoise Lake? Mr. Woodward also states in his letter: "It
would be an ideal situation if a fish hatChery were to be built
as part of all Federal Water Projects."

.

XI-IS
