Dugan <br />Director <br />Regional Office, Region 7 <br />Bureau of Reclamation <br />Bui Iding 46, Denver Federal Center <br />Denver, Colorado 80225 <br /> <br />Dear Mr. Dugan: <br /> <br />. <br /> <br />Reference is made to your letter dated 8 May 1964, fi Ie 7-730, to the <br />Division Engineer, Southwestern Division, Corps of Engineers, copy of which <br />was furnished to this District for review and comment, relative to the <br />cooperative program between the Corps of Engineers and the Bureau of <br />Reclamation, Region 7. In accordance with instructions from the South- <br />western Division office, comments of this District on the program are <br />furnished in the following paragraphs. <br /> <br />In regard to items II I (I) and (2) of the program relative to flood <br />control capacities and benefits for the Turquoise and Twin Lakes Reservoirs, <br />it is concluded by the District that storage for flood control in these <br />reservoirs is not warranted since the structures control only a very sma I I <br />portion of the drainage area above Canon City, which is the upstream limit <br />of the Arkansas River Basin susceptible to significant flood damage. The <br />total drainage area above Canon City is about 3, I 17 square mi les, of which <br />Sugar Loaf Dam (Turquoise Lake) controls only 18 square miles and Twin <br />Lakes Dam about 75 square mi les. Thus, it is apparent that the flood <br />control effect of these reservoirs, regardless of their size, would be <br />negl igible. <br /> <br />This District will continue to cooperate with you in your studies <br />of Pueblo Reservoir, Pueblo County, Colorado, item I I I (3), in accordance <br />with your schedule.
