As a result of inherent uncertainties regarding the amount of flows needed by <br />the fish and the availability of instream flows which can be appropriated and protected <br />under Colorado law, the Board bas explored a variety of interim instream flow options. <br /> <br />The Board would greatly appreciate your review of the following information, and your <br />comments on tbese options at the September 9-10, 1993 Board meeting in Alamosa. Your <br />comments or suggestions may be presented in writing prior to the meeting, or orally at the <br />Alamosa meeting. <br /> <br />The factors which are likely to be most significant in guiding the Board's selection of <br />an appropriate interim flow protection option will be: (a) providing substantial benefits for <br />the endangered fish as quickly as possible; and (b) avoiding the risk that endangered species <br />
