A basic premise of this agreement is that <br />activities and accompliShments; of the Colqrado River Recovery Implementation <br />Program (Recovery Program) wil~ serve as the reasonable and prudent <br />alternative that avoids the likelihood of;jeopardy from water development. A <br />draft Recovery Implementation Plan Recover.y Action Plan (RIPRAP) (enclosed) <br />has been developed which identifies the aotions necessary to recover the fish <br />and for the Recovery Program tp serve as a reasonable and prudent alternative. <br />Completion of the actions in the RIPRAP according to the agreed upon schedules <br />will be crucial to the success! of the Section 7 agreement and the Recovery <br />Program. : . <br /> <br />The completion of many of the activities ~n the RIPRAP, especially those <br />dealing with instream flow protection in Qolorado, will be dependent on timely <br />action of the Colorado Water Conservation :Board (Board). . Given the importance <br />of meeting schedules identified in the RiRRAP and the critical role that the <br />Board plays in meet; ng those schedul es, I :am aski ng that you revi ew the RIPRAP <br />and assess the Board's staff capability to implement those activities related <br />to the Board's authority or interest accor;ding to the proposed schedule. <br /> <br />The Management Committee and tbchnical co~;ttees have until mid-July to <br />complete their review of the RlPRAP and s4bmit a final document to the <br />Implementation Committee for approval in ~eptember 1993. .
