Fish <br />& Wildlife Service for Staffing Analysis of CWCB Staffing Needs to Meet <br />Identified Goals in the Recovery Implementation Program Recovery Action <br />Plan (RIPRAP) <br /> <br />BACKGROUND <br /> <br />Attached is a copy of letter received from Ralph Morganweck requesting that a staffing <br />analysis be conducted by the CWCB regarding the availability of staff to participate in <br />Recovery Program water issues. On March 11, 1993, the Recovery Program was amended <br />to more clearly define the relationship between the Recovery Program and Section 7 <br />consultation on existing and new water development in the Upper Basin. To identify the <br />actions currently believed to be necessary to recover the fish in the most expeditious manner <br />possible, the Recovery Implementation Program Recovery Action Plan (RIPRAP) was <br />developed, and is incorporated in the Section 7 Agreement. <br /> <br />The RIPRAP will serve as a guide for future planning, research and recovery efforts, and <br />will be reviewed on an annual basis to include new and/or changing information and <br />priorities. The Service plans to publish this document in the Federal Register sometime this <br />. summer, or early fall. <br /> <br />There are a number of activities listed under the "Protect Instream Flows Habitat <br />Management" portion of this document that will have specific deadlines imposed by the <br />Recovery Program to satisfy the Sufficient Progress Agreement recently developed by the <br />Recovery Program's Management Committee. As a result, the CWCB will be required to <br />execute several analyses, reviews and studies in accomplishing these goals. The current staff <br />availability is not sufficient meet these goals. This topic was discussed at a recent Recovery <br />Program Water Acquisition Committee meeting, and the funding for additional staff could <br />
