The <br />forecast currently indicates that total mainstream Colorado River water use by Lower <br />Division States is below the 7.5-million-acre-foot limit established in the Annual Operating <br />Plan for 1992. <br /> <br />Projected 1992 water use is based on actual use during January and February 1992, users' <br />historical use patterns, and scheduled use provided by users. The projected use for each user <br />is being provided so that water users can monitor their use of water and avoid any overuse <br />during the year. Because seasonal agricultural requirements can vary significantly from year <br />to year, it is emphasized that all users should promote water conservation and plan to keep <br />water use within their annual entitlement. <br /> <br />We expect the actual use data contained in the projections will provide the basis for the <br />"Compilation of Records in Accordance with Article V of the Supreme Court of the <br />United States in Arizona v. California" (Article V records) for calendar year 1992. As a <br />result, we are asking that each user review the actual use data and notify us if any of the <br />records appear to have errors. Your review of the accuracy of the records during the year <br />will help us complete the final Article V records in a timely fashion. The final 1992 <br />Article V records will be used to determine, among other things, the extent to which any <br />individual user of Colorado River water may have exceeded their entitlement.
