Thus, the <br />state needs to demonstrate its willingness to participate in <br />project financing as a cledr signal that Colorddo wants the <br />needed projects built. <br /> <br />Recommendation <br /> <br />I recommend that the Board recommend to the General Assembly <br />the appropr iat ion of $25 mill ion in FY 82-83 for the Narrows dnd <br />Animds-La Plata projects, said sum to be allocated between the <br />two projects in the Sdme proport ion as the cost of each project <br />bears to the combined costs of both projects, with the State <br />sharing in the returns accruing to a federal project in <br />proportion to the State's financial participation in a project. <br /> <br />Although $25 million is more than would dctually be expended <br />in FY 82-83, even with both projects under construct ion in <br />federal FY 83, it seems prudent to send to the Reagan <br />Administration a strong signal of committment to project <br />development.
