<br />1.29 AIl of the mitigation levels reported are considered to be <br /> <br /> <br />achievable. Measurement and monitoring are included in the overall <br /> <br /> <br />mitigation plan to assure that prescribed levels of mitigation are <br /> <br />achieved. The cost estimates are for mitigation measures identified <br /> <br /> <br />in this EIS. A 25-percent contingency was added to account for <br /> <br /> <br />uncertainties in the effectiveness of the measures and the costs of <br /> <br /> <br />the measures. Although cost estimates were prepared for economic <br /> <br /> <br />comparisons, mitigation achievements would be specified if any project <br /> <br /> <br />is permitted rather than requiring that a certain dollar amount be <br /> <br /> <br />spent on mitigation. <br /> <br />1.30 AIl of the South Platte storage alternatives would cause the <br /> <br /> <br />following impacts for which no mitigation has been identified: <br /> <br />. Reduced Colorado River basin rafting and kayaking, <br /> <br />Reduced water available for junior water rights, <br /> <br /> <br />Loss in local real estate tax revenues, <br /> <br /> <br />Increased requirement for local governmental services <br /> <br /> <br />(DWB has agreed to mitigation for 1,100,000 acre-foot Two Forks), and <br /> <br /> <br />. Reduction in visual quality of the area. <br /> <br />1.31 All of the South Platte storage alternatives would result in <br />improved water quality with mitigation. <br /> <br />1.32 Each of the South Platte storage alternatives would affect 11 <br /> <br /> <br />threatened or endangered species. Detailed evaluation of the <br /> <br /> <br />1,100,000 acre-foot Two Forks project concluded that none of the <br /> <br />species would be jeopardized if the identified conservation <br /> <br /> <br />(mitigation) measures would be implemented. The effects of the other <br /> <br /> <br />alternatives would be similar to those of the 1,100,000 acre-foot Two <br /> <br /> <br />Forks project. <br /> <br />1-25 <br />
