Actual <br /> <br /> <br />savings from implementing Conservation Program 4 would depend on how <br /> <br /> <br />individual water users respond to the various measures. <br /> <br />1.12 The 1978 Foothills Settlement provides goals for water <br /> <br /> <br />conservation in the Denver area. The stated goals of the Settlement <br /> <br /> <br />are more ambitious than the savings estimated for Conservation Program <br /> <br /> <br />4. by 11,000 acre-feet in the year 1990 and 29,000 acre-feet in the <br /> <br /> <br />year 2000. The analyses included in this EIS indicate that the goals <br /> <br />of the 1978 Foothills Settlement will be extremely difficult to meet <br /> <br /> <br />at current income levels and ~ith current technology. Conservation <br /> <br /> <br />Program 4 was chosen for use in this EIS because its expectations are <br /> <br /> <br />more likely to occur. <br /> <br />ALTERNATIVE LONG-RANGE PLANS (SCENARIOS) <br /> <br />1.13 Over 100 water sources were initially evaluated as part of the <br /> <br /> <br />effort to develop 10ng-range alternative plans for providing water to <br /> <br /> <br />the Denver metropolitan area. Reservoir locations in the upper South <br /> <br /> <br />Platte River basin accounted for approximately 50 of these sources. <br /> <br />1.14 The Metropolitan Water Roundtable reached general agreement in <br /> <br /> <br />early 1983 on a concept to provide water to the metropolitan area. <br /> <br /> <br />Among other things, this concept called for (1) a South Platte <br /> <br /> <br />reservoir to be located southwest of Denver and (2) the use of <br /> <br /> <br />conservation measures. Accordingly, long-range plans ~ere formulated <br /> <br /> <br />using that concept. Three basic plans ~ere developed along with one <br /> <br />modification of each of the basic long-range plans. A No Federal <br /> <br /> <br />Action pIan was also developed indicating ~hat the result would be if <br /> <br /> <br />the Federal Government disapproved all actions requiring Federal <br /> <br />approval. <br /> <br />1-8 <br />
