Simpson, State Engineer <br />February 9, 1999 <br />Page 2 <br /> <br />IAWMA proposes to change this arrangement to allow the water available under its share of <br />the Highland water rights to be measured in the Purgatoire River as it passes over the Highland <br />diversion dam without an actual diversion. The water available to the other four stockholders will <br />continue to be diverted into the canal with the water distribution to be based on stock ownership. <br />IAWMA will also make an allowance to these other shareholders for the addltlonal canal loss that will <br />occur as the result of the removal of LAWMA water. This method of measurement will require the <br />establishment of a gaging station at the Highland diversion dam and either a Parshall flume or rated <br />section on the canal a short distance downstream from the diversion facilities. Both locations would <br />be equipped with signal transmillers so the flows could be monitored on a real-time' basis by Division <br />2 and LAWMA personnel. The water available under the Highland rights will be the total of the flows <br />passing the diversion dam and being diverted into the canal as limited by calls under downstream <br />senior water rights and the various volumetrics that are established in the annual replacement plan <br />provisions or by the Water Court once LAWMA's plan is adjudicated. Measurements for the ratings <br />can be made in the river just below the diversion dam. This arrangement would be (he same as that <br />used to measure the flow in the river at Nine Mile Dam, <br /> <br />Although the Highland diversion dam is relatively tight a small amount of leakage presently <br />occurs at the dam. LAWMA intends to repair the dam to eliminate this leakage, Once the dam is <br />repaired, it should not be necessary to account for the leakage in allocating water to the Highland <br />rights. <br /> <br />LAWMA is willing to reimburse you for the reasonable costs of establishing this gaging station <br />and to work out an arrangement for maintaining the gaging station. Our analysis of the gaging data at <br />Carlton and Granada leads us to conclude that the Granada gage is adequate for determining the <br />water available to lhe X-Yo The tabulation included wilh lhis letter shows the waler thaI was indicated <br />to be attribulable to LAWMA's water rights in 1998 using the data from lwo gaging stations and the <br />methodology reflected in the accounting that LAWMA presently submits. The Carlton gage aclually <br />showed that more water was available to these rights.
