<br />FINDINGS, DETERMINATIONS
<br />AND RESOLUTIONS
<br />The members of the Board of Directors spent
<br />nearly 16 months working on different drafts of a
<br />Proposed Long.Range Water Allocation Policy. Many
<br />special meetings of the Board were held, in order that
<br />the Directors might discuss this complicated and far-
<br />reaching concept with representatives Crom entities
<br />within the District, and a considerable amount of legal
<br />and engineering work had to be accomplished at the
<br />same time. Nine different draCts of a Proposed Allo.
<br />cation Policy were developed, and on June 30. 1975,
<br />the Board adopted Policies which would allocate 5170
<br />of the Project waters Cor Municipal use, and 499'0 for
<br />Agricultural use. The 51 % was broken down further
<br />to provide that 25%, or an average of 20,100 acre-feet
<br />would be allocated to the Fountain Valley Pipeline;
<br />1270, or 9,600 acre-feet to the Arkansas Valley Con-
<br />duit; 10%, or 8,600 acre-feet to the Pueblo Board of
<br />Water Works; and 4<;0, or 3,200 acre-feet to the enti-
<br />ties West of Pueblo. Those percentages were carefully
<br />considered by the Board, and were based upon existing
<br />and projcted population. decreed water supplies and
<br />the annual average estimated Projcet water available
<br />to the District.
<br />]n allocating 40% oC the annual anlount of Proj.
<br />ect water to agriculture, the Board carefully considered
<br />the Contract with the United States Government, the
<br />Operating Principles, Colorado Water Law and all
<br />other Legal and Operational requirements under which
<br />the District must operate. It was the determination of
<br />the Board that a representative amount of Project
<br />water should be made available for agricultural pur.
<br />poses, due to the absolute importance of that segment
<br />of the economy within the District. It was the hope
<br />of the Directors that the 49%, in addition to the
<br />amount of agricultural water stored under the Winter
<br />Storage Program, would help provide a realistic Water
