<br />the respective State. A single statement supporting the
<br />Projects within the Basin was prepared and presented
<br />before the Subcommittees of the United States Senate
<br />and House by Charles L. Thomson, General Manager,
<br />Southeastern Colorado Water Conservancy District, in
<br />his capacity as Chairman of the Arkansas River Basin
<br />Interstate Committee for the years 1974 and 1975.
<br />Support for the appropriation was also obtained from
<br />the Water Resources Council and the National Water
<br />Resources Association. Members of the Inter5tate Com-
<br />mittee from Colorado are: Mr. Thomas W. McCurdy,
<br />uf Olney Springs; Mr. George E. Everett, of Salida;
<br />Mr. Raymond D. Nixon, Colorado Springs; State En-
<br />gineer Clarence Kuiper, of Denver; and Charles L.
<br />Thomson, of Pueblo.

<br />The Board of the District extends their sincere
<br />gratitude to the Honorable Floyd Haskell and Gary
<br />Hart, member~ of the United States Senate from Colo-
<br />rado, and the Honorable Frank E. Evans and William
<br />Armstrong, members of the United States House of
<br />Representatives from Colorado, who supported the ap-
<br />propriation request from the District. It has been
<br />gratifying to the members of the Board that the
<br />Fryingpan-Arkansas Project has received the amount
<br />recommended by the Board each year, including sev-
<br />eral when the District supported amounts in excess of
<br />that recommended by the Administration then in Of-
<br />fice.

<br />The District has also joined with the Interstate
<br />Committee in supporting adequate funding for United
<br />States CQrps of Engineers Project in Colorado. which
<br />include Trinidad Lake, Las Animas Flood Control
<br />Project and the Studies above John Martin Dam. Work
<br />is continuing on Trinidad Dam, and construction will
<br />start on the Las Animas Flood Control Project early
<br />in 1976.

<br />The Project was authorized under Public Law 87-
<br />590 on August 16, 1962, in House Documents #187
<br />and #353, and the District entered into a Repayment
<br />Contract with the United States on January 21, 1965.
<br />Construction on the over-all Project began in August
<br />1964, when work was started on Ruedi Reservoir, a
<br />replacement reservoir for management of Colorado
<br />River waters. Work has continued at a regular pace
<br />since that time, although somewhat behind the original
<br />plan due to Budget Hrnitations. As was previously
<br />mentioned in the "Testimony Before Congress" section,
<br />Officials from the District testify before Appropriation
<br />Committees of Congress each year in support of ade-
<br />quate funding, and were gratified that substantial
<br />amounts were appropriated for the Fryingpan Project
<br />when other authorized Project had not even been start-
<br />ed. The $42,206,000.00 appropriated for FY 1976 en.
<br />abled the Bureau of Reclamation to complete specifi-
<br />cation on the Carter-Morman Tunnels, and it is ex-
<br />pected contracts will be awarded early in 1976. Those
<br />two tunnels will complete the Northside Collection Sys-
<br />tem. Work was begun in 1975 on the second section of
<br />the Hunter Tunnel, and when that is completed, the
<br />entire Southside Collection will also he completed.
<br />Work continued on the Cunningham Tunnel, Ivanhoe
<br />Diversion works, Mt. Elbert Power Plant and con-
<br />struction began on the Mt. Elbert Forehay and Dam.
<br />
<br />Officials from the Bureau of Reclamation devoted
<br />a great deal of time in 1975 working with land owners
<br />around Twin Lakes to successfully negotiate the pur.
<br />chase of land required for the enlarged Twin Lakes.
<br />They also devoted many hours negotiating with the
<br />Officers and Directors of the Twin Lakes Canal Com-
<br />pany to complete a contract which would make Twin
<br />Lakes an integral part of the Fryingpan-Arkansas
<br />Project. Preconstruction Engineering work was con-
<br />tinued on the Proposed Municipal Pipelines to serve
<br />the Fountain Valley area, and the Lower Arkansas
<br />Valley Cities, Towns and Water User Associations.
<br />
<br />The Project was 41 % complete at the end of 1975,
<br />and Project costs through December 31, 1975 amount-
<br />ed to $220,388,306.00.
<br />
<br />Mr. W. C. Kregger, who had served as Project
<br />Engineer for a number of years, and Acting Project
<br />Manager from November 1974, following the transfer
<br />of Robert E. Evans to Montana, was appointed Project
<br />Manager in March 1975, by Commissioner Gilbert
<br />Stamm. George is certainly eminently qualified to
<br />serve 8S Project Manager because of his knowledge of
<br />the Proj ect, and his reputation as an Engineer who
<br />gets jobs done.

<br />In March 1975, Mr. James Ingles retired as Re-
<br />gional Director, Lower Missouri. Region for the Bu-
<br />reau, and in June Commissioner Stamm appointed Mr.
