<br />to work out a concept acceptable to all. It was recog-
<br />nized that the entire idea was a complete departure
<br />from 100 years of irrigation practices under Colorado
<br />Law, and skepticism and concern were to be expected,
<br />and did become a reality. Exhaustive Computer Studies
<br />were made, voluminous records were checked, and
<br />,....hile everyone agreed the Program could work, serious
<br />reservations continued to prevent the establishment of
<br />a final Program.
<br />
<br />Late in 1974, Division Engineer Bob Jesse rec-
<br />ommended an entirely different approach, and after
<br />many meetings with the Winter Storage Committee,
<br />Boards of Directors of the Companies and at Annual
<br />Meetings with the shareholders, it was agreed to try
<br />an experimental Program starting December 1, 1975
<br />and ending February 29, 1976. It was also agreed that
<br />the Winter Storage Committee would be dissolved and
<br />a Board of Trustees would be created, with one repre-
<br />~entative from each of the entities servin~ as the Board,
<br />with Ex-Officio members from the District, Division
<br />Engineer's Office, Fry-Ark Project and U.s. Geological
<br />Survey.

<br />The Program began December 1, 1975, with each
<br />of the participating Companies agreeing to store one-
<br />half of the amount of water they could have diverted
<br />under their decree in Pueblo Reservoir, or a specific
<br />amount in three off-channel reservoirs. It was also
<br />agreed the participants would attempt to deliver an
<br />average of 300 cis to the head gate of the Fort Lyon
<br />Canal Company, of which 15,000 acre-feet would he
<br />delivered to the Great Plains Reservoirs for use by
<br />the Amity Canal Company. During the month of De-
<br />cember approximately 25,896 acre-feet were either
<br />stored in Pueblo, or the off-channel reservoirs, and
<br />19,602 acre-feet had heen delivered to the headgate
<br />of the Fort Lyon Canal Company, of which 8,260
<br />acre-feel would be credited to the Amity Canal. De-
<br />cember was not an unusually wet month, and it was
<br />the sincere hope of all members of the Board of
<br />Trustees for the Winter Storage Program, and the
<br />Board of Directors of the Conservancy District, that
<br />January and February would be abundantly blessed
<br />with winter moisture.

<br />The members of the Board of Trustees will meet
<br />regularly during the three-month period, and then sev-
<br />eral times after March 1, to observe the relea!:1e of the
<br />winter water, and develop plans for a second experi-
<br />mental year for 1976.77.
