d. Sand Creek channel improvement. About 570 acres of
land along Coal and Sand Creeks between the Sand Creek dam and
East Colfax Avenue would be acquired to provide a floodway for
reservoir releases. In addition, these lands would be used
to provide primitive open-space recreation opportunities. The
Sand Creek channel between East Colfax Avenue and the South
Platte River would be improved to control the standard project
flood resulting from runoff downstream from the Sand Creek and
Toll Gate Creek dams and reservoirs. The existing channel
