Natural flows into the <br />lake were estimated to be 1,545 af as measured at the San Luis Lake Parshall flume <br />and estimated at the spillway and culverts. During the year, 2,038 af was pumped from <br />the lake. <br /> <br />In May 1998, Reclamation initiated a review and analysis of historical data related to <br />drawdown. The purpose of the drawdown study is to analyze project deliveries and <br />resulting water table levels, agricultural usages and potential impacts on water table <br />"evels, weather patterns, and historical trends in recharge. The study is looking at pre- <br />and post-project time periods. The draft study report is scheduled for completion in <br />May 1999. <br /> <br />At the May 14, 1998 Closed Basin Operating Committee meeting, discussion <br />continued regarding the allocation of project water for mitigation during years of project <br />yield shortfall for Priority I and II water requirements. The committee recommended that <br />mitigation deliveries would be calculated based on mitigation due to construction <br />impacts and pumping impacts. <br /> <br />Mitigation water deliveries to the Blanca Wildlife Habitat Area included the annual <br />mitigation delivery of 800 af and a Colorado Division of Wildlife transmountain <br />substitution delivery of 713 af. <br /> <br />A Reclamation team for responsible National Fish and Wildlife Foundation Grant <br />Projects (NFWF) proposals, recommended funding for construction of the Blanca <br />Wetlands Siphon under the canal at Stanley road crossing. An agreement for the <br />project was signed by Commissioner Eluid Martinez on February 19, 1998. Completion <br />of this structure will deliver water to improve aquatic habitat for native wildlife and fish <br />and establish 8 acres of wetlands within Reclamation right-of-way. <br /> <br />In cooperation with the U.S. Geological Survey's (USGS) Pueblo Colorado Office, <br />Reclamation is continuing to review quality control of its observation well network. <br /> <br />The Alamosa Field Division's Operations Team accomplished phase two of a three- <br />phase project which will complete the migration from VAXNMS to NT/Oracle for the <br />upgrade of hardware and software of the Programmable Master Supervisory Control <br />(PMSC) system. The PMSC system is used to operate the network of production wells, <br />observation wells, and structures of the Closed Basin. <br /> <br />In October 1998, a contract was awarded to evaluate well biofouling treatment <br />methods. Under this contract, five salvage wells were treated and a great deal of useful <br />information was obtained. As results of the treatments, increases in specific capacities <br />of the wells ranged from 17% to 60%. The knowledge gained from the contract will be <br />used to prepare another contract for additional well remediation. Operational changes <br /> <br />-3- <br />
