To accomplish the <br />water allotment accounting, the Districts collected field flow measurements and <br />coordinated data from all water user entities. Utilizing the summarized flow data <br />submitted by the Districts for their areas of responsibility, Reclamation calculated and <br />summarized the monthly and end-of-year project water supply use and accounting for <br />1998. <br /> <br />Drainage waters from Rio Grande Project lands provide a supplemental irrigation water <br />supply for approximately 18,342 acres of the Hudspeth County Conservation and <br />Reclamation District NO.1 (HCCRD). Total flows out of the project to HCCRD, through <br />the Hudspeth Feeder Canal, Tornillo Canal at Alamo Alto, and Tornillo Drain were <br />134,467 af during 1998. Under the Warren Act contracts, HCCRD was charged for <br />drainage water from the project between March 1 and September 30 which amounted <br />to 96,424 af. <br /> <br />Water flows measured by IBWC at the Rio Grande at Fort Quitmari Station, below the <br />Project, and HCCRD boundaries, amounted to 174,470 af during 1998. <br /> <br />Rio Grande Project Adjudications <br /> <br />The three legal/administrative processes, cited in the 1997 version of this report, <br />regarding water rights associated with the Rio Grande Project are still ongoing. <br />Progress is being made through mediation efforts on the quiet title action in federal <br />district court. <br /> <br />Elephant Butte Reservoir and Powerplant <br /> <br />Elephant Butte Reservoir reached a maximum storage of 1,985,900 af (4;404.81 ft) on <br />February 17, 1998. A minimum storage of 1,581,100 af (4,392.46 ft) was reached on <br />October 16, 1998. Storage levels in Elephant Butte Reservoir did not enter into the <br />50,000 af flood control space in 1998. <br /> <br />Net power generation for 1998 was 115,899,900 kilowatt-hours which was 154-percent <br />of the 59-year average (1940 through 1998) of 75,117,208 kilowatt-hours. <br /> <br />Caballo Dam and Reservoir <br /> <br />Caballo Reservoir reached a maximum storage of 74,810 af (4,150.61 ft) on July 28, <br />1998. A minimum storage of 32,940 af (4,139.70 ft) was reached on October 12, 1998. <br /> <br />According to Court Order No. CIV-90-95 HBI\NWD of October 17, 1996, which resulted <br />from a negotiated settlement with the Districts, the Caballo Reservoir storage level is <br />targeted not to exceed 50,000 af (4,144.95 ft) from October 1 to January 31 of each <br />year, unless flood control operations, storage of water for conservation purposes, re- <br />regulation of releases from Elephant Butte Dam, safety of dams purposes, emergency <br />. <br /> <br />-18- <br />
